A Clean Slate Internet

Some university researchers, with the blessings of the Feds, want to scrap the current internet protocol and start a "clean slate." They're apparently motivated by the need to address security challenges that the internet, as we know it today, pose. Some commentators think this is absurd, but is it doable? Were this to happen, how would it impact CMC? It would be interesting to know if we, as CMC experts, have issues or concerns we would like incorporated in the "new internet."
