Yet little is known about which segments of the population are inclined to make robust use of information technology and which aren't.

This is really interesting. I always wonder the different characteristics that make users elite, middle, or low ICT users. The categories I'd found deal only with skills, not so much with the participation of users in different content generation and social networking activities.
Believe it or not, this is a critical element missing in our current project so it is great to have this typology as a reference
